Subiect: Bill 110: Contact Information Requirement for Property Owners
Aloha Chair Kagiwada, Vice Chair Kaneali'i-Kleinfelder, and members of the Policy Committee on
Health, Safety, and Well -Being,
I am writing to express my support for Bill 110, which proposes that owners of real property, or their designated
agents, provide the County with essential contact information such as name, mailing address, telephone number,
and email address, for distribution among various departments and agencies to facilitate timely notification to
property owners or their agents concerning potential or existing harmful impacts on the property, including issues
such as vandalism, immediate hazards, emergencies, or disasters.
Our office is frequently contacted by constituents regarding possible unlawful tenants or trespassers on properties
where the authorized owner could not be reached at the real property address. Additionally, situations arise where
a bank has foreclosed on a property without designating a local agent with authority over the property. Hawaii
County is also vulnerable to natural disasters from volcanic activity, wildfire, and weather. Bill 110 offers a
solution to these challenges by providing county departments and agencies access to additional property
ownerlagent contact details to quickly reach the appropriate person with decision -making authority over a
property.
