Trauma Informed Approaches Work!
I am writing in support of Bill 108 and specifically the revisions that will help ensure the County recognizes and
utilizes trauma-informed approaches to support our underserved and vulnerable populations who struggle
daily to access safety and security.
As a member of the state's trauma informed task force, I deeply appreciate the County's recognition that
trauma-informed care is essential to create truly impactful programs and services. Hawaii County has had
shockingly high indicators of systemic trauma for generations. It's time to acknowledge the severe impact of
trauma on and in our communities and embrace an approach that recognizes and differentiates responses
that address the effects of this trauma.
Over the years I have worked with organizations that have chosen to embrace the research around trauma
informed practice and those that have not. It is clear that ignoring the science behind trauma leads to
ineffective practice at best and harmful practice at worst. In addition, trauma informed approaches help
ensure that the limited resources we deploy to address needs are utilized effectively and efficiently.
I thank the County for the vision behind Bill 108 and the wisdom behind the trauma-informed changes.These
amendments enhance the OSCER's mission to make it more efficient and sustainable for everyone who lives,
works, and plays in the County of Hawai'i. It will also reinforce the County's commitment to creating a
"trauma-informed county" to service its residents better and improve community health and wellness
outcomes. I strongly urge the Committee to consider and support the amendments in this bill. _ 4(g ft
