Aloha Council Members,
Please approve Bill 109 as it provides the appropriate checks and balances for department heads who are appointed by
an incoming Mayor.
Bill 109 ensures that;
1.) Department deputies, assistants, and private secretaries may holdover until replaced by a director.
2.)Appointments for department heads are submitted to the County Council for confirmation within 30 days of the start
of any mayoral term and within 60 days of the occurrence of any vacancy,
3.) Department heads take office only after being confirmed by the Council.
