Subject: Support Bill 109
Aloha Council Members,
This testimony is in support of Bill 109.This Bill amending the County Charter creates transparency that is needed and not
present with existing procedures.
It is crucial that a more straightforward process be implemented when it comes to department heads, deputies,assistants,and
private secretaries.As currently stands, if a Mayor does not appoint a department head,the existing one could hold over
indefinitely. Instead,there should be a clear appointment by the Mayor within the allotted time of 30 days followed by
confirmation by the County Council. In addition to this and even more importantly,department heads should take office only
after confirmation by the County Council, NOT upon appointment by the Mayor. It is unacceptable that current procedures
allow for appointed department heads to take office and access private,confidential information prior to being confirmed. Bill
109 seeks to clarify and make"black and white"this procedure.
