Bill 109 will help our county take a more democratic approach to choosing and maintaining unelected but powerful and critically important department heads, deputies, assistants, and private secretaries by helping to clarify the extent of their terms.The bill will also help protect confidentiality and security in what is now a lax and possibly unethical appointment and holdover process. For example, it will clarify whether an entire team or just a department head is being terminated while requiring new department head appointments to go through council (aka public) review and confirmation. For all of these reasons and more, I ask that you support democratic transparency and increase the power of the electorate by voting"yes"on Bill 109.
