I think Bill 109 is a great idea. I appreciate that Bill 109 ensures that;
1.) Department deputies, assistants, and private secretaries may holdover until replaced by a director.
2.) Appointments for department heads are submitted to the County Council for confirmation within 30
days of the start of any mayoral term and within 60 days of the occurrence of any vacancy,
3.) Department heads take office only after being confirmed by the Council.
