Aloha Council Members,
This testimony is a continuation of my previous in person and Zoom testimonies offered in
favor of Bill #82 being passed, after its now several seriously considered iterations and
amendments. These amendments have helped to refine its purpose, limits and possibilities for
responsibly improving safety, access and egress and cost sharing on the numerous often less
than passable and risky road conditions within several/multiple sub-standard subdivision
roads.
I believe that the many arguments and positions which have been well articulated over the
past many months by those living with these long-standing road conditions has been both
helpful in your own decisionmaking process, and educative in general; some facts having been
considered for as long as 30-40 years. Please see my own likely 100 e-mails over 30 years to
different administrations as examples.,That this current Council and departments responsible
for maintaining and improving roads are now recognizing the intensity of this on-going need,

with its potential even more costly deteriorations and thus repairs ahead the longer left
unmanaged, and trying now to ameliorate this, is quite heartening.
So, along with personal and community gratitude, comes a commitment as neighbors to work
co-constructively together should this Bill #82 pass, to realize these improvements with
alacrity, and inclusion of local neighborhood insights re specific needs for different locales.
Also this Bill #82 brings a sense of great relief on the part of all, I am guessing. And hopefully,
an equal sense of accomplishment and service by this Administration. This is not an easy
logistical task that has been taken up by this Council, after decades of delays, but one which
shows that good governance can be pro-active and effective for the wider citizenry.
