To whom it may concern,
An alternate route is necessary because the population of Puna is growing and the current roads are already inadequate
to serve the people in the community
In a crisis or disaster, emergency vehicles will not be able to get into the community while vehicles are trying to get out
The area does not have sufficient water resources to manage a wildfire
the area has a lot of unmanaged land area of trees and foliage C
