My name is Pono Kekela and as a resident of Hawaiian Paradise Park, I am submitting written testimony in=s ppo f Bill
107. I ask that the County Council approve this bill based on the arguments presented:
•An alternate route is necessary to accommodate the growing population in Puna and to alleviate the congestion
that current routes pose on the people and their communities.
•In an emergency or natural disaster situation, emergency response vehicles are not able to get into the
surrounding communities due to vehicle congestion on the roadways.The congestion also heavily affects the
communities' inability to evacuate during an emergency.
•The alternate route should be built with community safety and sustainability as requirements for it to be a viable
solution.
•Approving this bill creates a more unified effort on behalf of both the State of Hawaii and the County of Hawaii
to access more resources and funds to complete this project promptly.
•An alternate route will open opportunities for more public transportation services to help alleviate the issues of
congestion.
I believe that Bill 107 is a positive step toward increasing the quality of life for many living in the vastly growing district of
Puna.
