Re: Operating Budget
The U.S. Department of Housing and Urban Development is providing an additional
$5,000,000 to the Office of Housing and Community Development's Housing Choice
Voucher Program. The funds will be used for rental assistance for eligible participants in
the program. In the current fiscal year's budget, $23,000,000 is appropriated for this
grant.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating the
additional funds into the Office of Housing and Community Development's Choice
Voucher Rental Subsidies account, bringing the total grant appropriation to $28,000,000.

A. REQUEST:
Amend Ordinance 23-50 by appropriating the following:
The Office of Housing and Community Development is requesting the appropriation of$5,000,000 to the
Housing Choice Voucher Program (Account Number 152.3301.54). This amount represents a 21.5%
additional increase in revenues received from the US Department of Housing and Urban Development
(HUD) to be used for Housing Assistance Payment subsidies, and is to cover the expenditures account
number 152.461.5466.30.371, Voucher rental subsidies.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
On February 15; 2023 , OHCD was notified by HUD of an increase in appropriation of 21.5%which reflects
the updated allocation to be received from the U.S. Department of Housing and Urban Development for the
Housing Choice Voucher HCV (Section 8 program). The$5,000,000 is to be used for payment of rental
assistance for eligible participants in the program. OHCD expects to expend this allocation by June 30,
2024.
This increase is to reflect more closely the Section 8 Program funding the County is to receive for the fiscal
year.
