HomeMy WebLinkAboutRES 392 Draft 01 2022-2024A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAIʻI ISLAND VETERANS MEMORIAL INC. FOR EXPENSES RELATED TO THE WALL THAT HEALS EXHIBIT. WHEREAS, Hawaiʻi Island Veterans Memorial Inc. (HIVM) is a 501(c)(3) nonprofit organization whose mission is to improve the lives of all veterans and their families living on Hawaiʻi Island; and WHEREAS, the Vietnam Veterans Memorial Fund (VVMF) is a nonprofit organization whose mission is to honor and preserve the legacy of service in America and educate all generations about the enduring impacts of the Vietnam War; and WHEREAS, HIVM is collaborating with VVMF, Department of Parks and Recreation, and a community-based committee to host The Wall That Heals exhibit on January 22-28, 2024, at Mo‘oheau Park in Hilo; and WHEREAS, The Wall That Heals is a mobile, three-quarter-scale replica of the Vietnam Veterans Memorial located in Washington, D.C., that honors over three million Americans who served in the U.S. Armed Forces in the Vietnam War and that bears the names of over 58,000 Americans who made the ultimate sacrifice in Vietnam; and WHEREAS, the 53-foot trailer that carries The Wall That Heals, which also serves as the Education Center with exhibits built into its sides, will be escorted throughout Hilo before arriving at Mo‘oheau Park where The Wall That Heals will be assembled the following day; and WHEREAS, HIVM is requesting funds to cover the expenses to shrink wrap the trailer for transport, electrical generators, and a site fee to VVMF to display The Wall That Heals; and WHEREAS, the Department of Parks and Recreation supports events that fall under its Culture and Education program that promote, perpetuate, and encourage activities and programs in culture, art, history, and humanities; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Parks and Recreation to provide a grant to Hawaiʻi Island Veterans Memorial Inc. to assist with expenses related to The Wall That Heals exhibit. BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below: FUND: General       AMOUNT OF APPROPRIATION:  $2,000       OUT AND FROM:    010.101.5101.91 Clerk-Council SVC – Contingency Relief $2,000      CREDITED TO:    010.500.5503.02 Department of Parks and Recreation P&R Admin OCE 115 Misc. Contract Services (Hawaiʻi Island Veterans Memorial Inc. – The Wall That Heals) $2,000   BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Parks and Recreation and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
