HomeMy WebLinkAboutRES 395 Draft 01 2022-2024 A RESOLUTION TO AUTHORIZE THE FRIENDS OF FIRST RESPONDERS TO USE CONTINGENCY RELIEF FUNDS FROM COUNCIL DISTRICT 5, PREVIOUSLY AWARDED BY RESOLUTION NO. 232-23, FOR A FIRST RESPONDERS TRAINING IN WEST HAWAI‘I. WHEREAS, Friends of First Responders is a 501(c)(3) nonprofit organization committed to the health and wellness of first responders and their families on Hawai‘i Island; and WHEREAS, Resolution No. 232-23, adopted on September 6, 2023, transferred $5,000 to the Department of Liquor Control to provide a Contingency Relief grant from Council District 5 to the Friends of First Responders for an Individual & Group Crisis Intervention (GRIN) training; and WHEREAS, due to an insufficient response, the GRIN training that was scheduled for October 4-6, 2023, was cancelled; and WHEREAS, the Friends of First Responders is currently working in collaboration with the County’s first responder agencies to expand the GRIN training to include Blue Courage training in April 2024; and WHEREAS, the GRIN and Blue Courage training will equip attendees to: (1) understand the impact of critical incidents and job related stress on themselves and their coworkers; (2) identify signs and symptoms that someone is in need of help and then reach out to engage in a productive conversation; (3) identify resources; and (4) plan and conduct group crisis interventions; and WHEREAS, Contingency Relief funds previously transferred to the Department of Liquor Control to provide a grant to the Friends of First Responders will now be used to cover expenses for refreshments, brochures, facility rental, and guest speaker fees for the GRIN and Blue Courage training; and WHEREAS, the Department of Liquor Control supports the intent of this resolution; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that it hereby authorizes the Friends of First Responders to use Contingency Relief funds from Council District 5, previously awarded by Resolution No. 232-23, for a first responders training in West Hawai‘i. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance.
