Your Committee on Finance, to which was referred Resolution No. 383-23, reports as follows:
Resolution No. 383-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 640
dated December 1, authorizes the payment of funds of a later fiscal year and of more than one fiscal year
for a multi-year agreement for an independent auditor(s).
This resolution authorizes the Chair of the County Council to enter into a five-year agreement with an
independent auditor, to be determined by the Request for Proposal process, to provide an annual audit of
accounts and other financial transactions of the County.
Committee Member Holeka Goro Inaba asked Auditor Tyler Benner to provide some background on
this measure. Mr. Inaba asked Mr. Benner for clarification on the service term of the independent
auditor. The resolution states that the service term would cover fiscal years ending June 30, 2023
through June 30, 2027. However, Mr. Inaba deduced that this measure requests the independent auditor
to perform the required annual audit services for fiscal years ending June 30, 2024 through June 30,
2028, which Mr. Benner confirmed. Mr. Inaba requested that this be amended in the resolution.
Committee Member Matt Kaneali`i-Kleinfelder thanked Mr. Benner and acknowledged his work.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 383-23, and
recommends its adoption.
