Re: Comm. No. 642/Bill No. 112
Your Committee on Finance, to which was referred Bill No. 112, reports as follows:
Bill No. 112, transmitted by Finance Director Deanna Sako via Communication No. 642 dated
December 1, 2023, amends Ordinance No. 23-50, as amended, the Operating Budget for the County of
Hawaii for the fiscal year ending June 30, 2024.
This bill increases revenues in Federal Grants — State Homeland Security Program Fiscal Year 2023
account ($80,000); and appropriates the same to the State Homeland Security Program Fiscal Year 2023
account for a total appropriation of $780,000. Funds would be used by the Civil Defense Agency to
enhance community preparedness and resilience, support law enforcement evidence storage and
warehousing, and increase law enforcement personnel, and Civil Defense emergency response vehicles.
Clerk Jon Henricks acknowledged an error in the agenda and requested that a committee member
make a motion to correct this discrepancy.
Committee Member Susan L. K. Lee Loy acknowledged that discrepancy and asked for a
Finance Department and Civil Defense representative. Civil Defense Administrator Talmadge
Magno and Finance Director Deanna Sako clarified the error in their cover letter and apologized.
Ms. Lee Loy thanked both of them for providing that clarification.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 112, and recommends
its passage on first reading.
