STATE OF HAWAI`I <br /> �T!OF.MArI <br /> RESOLUTION NO. 394 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAI`I <br /> ISLAND VETERANS MEMORIAL INC. TO DISPLAY THE WALL THAT HEALS. <br /> WHEREAS, the Hawai`i Island Veterans Memorial Inc. (HIVM) is a 501(c)(3) <br /> nonprofit organization that was established in 1997 to develop community projects, programs, <br /> and activities to improve the lives of all veterans and their families living on Hawai`i Island; and <br /> WHEREAS, The Wall That Heals is a mobile, three-quarter-scale replica of the Vietnam <br /> Veterans Memorial located in Washington, D.C., that pays tribute to over 58,000 Americans who <br /> gave their lives in service to their country; and <br /> WHEREAS, the trailer that carries The Wall That Heals also serves as the Education <br /> Center, providing additional information about the war and memorial, as well as photos of <br /> service members and a display of items representative of those left at the memorial in <br /> Washington, D.C.; and <br /> WHEREAS, Hawai`i Island will be hosting The Wall That Heals on January 22-28, <br /> 2024, at Mo`oheau Park in Hilo, after which it will be shipped to Maui; and <br /> WHEREAS, HIVM has requested funds to assist with expenses for electrical generators, <br /> shrink wrap for the trailer, and a site fee to the Vietnam Veterans Memorial Fund to display The <br /> Wall That Heals; and <br /> WHEREAS, the Department of Parks and Recreation is working in partnership with <br /> HIVM to coordinate the display of The Wall That Heals and is supportive of its efforts to honor <br /> Vietnam War veterans and their families; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 6 will be appropriated to the Department of <br /> Parks and Recreation to provide a grant to HIVM to display The Wall That Heals memorial. <br />
