STATE OF HAWAI`I �T!OF.MArI RESOLUTION NO. 394 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAI`I ISLAND VETERANS MEMORIAL INC. TO DISPLAY THE WALL THAT HEALS. WHEREAS, the Hawai`i Island Veterans Memorial Inc. (HIVM) is a 501(c)(3) nonprofit organization that was established in 1997 to develop community projects, programs, and activities to improve the lives of all veterans and their families living on Hawai`i Island; and WHEREAS, The Wall That Heals is a mobile, three-quarter-scale replica of the Vietnam Veterans Memorial located in Washington, D.C., that pays tribute to over 58,000 Americans who gave their lives in service to their country; and WHEREAS, the trailer that carries The Wall That Heals also serves as the Education Center, providing additional information about the war and memorial, as well as photos of service members and a display of items representative of those left at the memorial in Washington, D.C.; and WHEREAS, Hawai`i Island will be hosting The Wall That Heals on January 22-28, 2024, at Mo`oheau Park in Hilo, after which it will be shipped to Maui; and WHEREAS, HIVM has requested funds to assist with expenses for electrical generators, shrink wrap for the trailer, and a site fee to the Vietnam Veterans Memorial Fund to display The Wall That Heals; and WHEREAS, the Department of Parks and Recreation is working in partnership with HIVM to coordinate the display of The Wall That Heals and is supportive of its efforts to honor Vietnam War veterans and their families; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 6 will be appropriated to the Department of Parks and Recreation to provide a grant to HIVM to display The Wall That Heals memorial. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $2,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $2,000 CREDITED TO: 010.500.5503.02 Department of Parks and Recreation $2,000 P&R Admin OCE 115 Misc. Contract Services (HIVM— The Wall That Heals) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Parks and Recreation and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
