J�SY OF,,,� <br /> COUNTY OF HAWAI`I ', '/ • STATE OF HAWAI`I <br /> 441;1:4F',0 <br /> RESOLUTION NO. 39S 24 <br /> A RESOLUTION TO AUTHORIZE THE FRIENDS OF FIRST RESPONDERS TO USE <br /> CONTINGENCY RELIEF FUNDS FROM COUNCIL DISTRICT 5, PREVIOUSLY <br /> AWARDED BY RESOLUTION NO. 232-23, FOR A FIRST RESPONDERS TRAINING <br /> IN WEST HAWAI`I. <br /> WHEREAS, Friends of First Responders is a 501(c)(3) nonprofit organization <br /> committed to the health and wellness of first responders and their families on Hawai`i Island; <br /> and <br /> WHEREAS, Resolution No. 232-23, adopted on September 6, 2023, transferred $5,000 <br /> to the Department of Liquor Control to provide a Contingency Relief grant from Council <br /> District 5 to the Friends of First Responders for an Individual & Group Crisis Intervention <br /> (GRIN) training; and <br /> WHEREAS, due to an insufficient response, the GRIN training that was scheduled for <br /> October 4-6, 2023, was cancelled; and <br /> WHEREAS, the Friends of First Responders is currently working in collaboration with <br /> the County's first responder agencies to expand the GRIN training to include Blue Courage <br /> training in April 2024; and <br /> WHEREAS, the GRIN and Blue Courage training will equip attendees to: (1) understand <br /> the impact of critical incidents and job related stress on themselves and their coworkers; (2) <br /> identify signs and symptoms that someone is in need of help and then reach out to engage in a <br /> productive conversation; (3) identify resources; and (4) plan and conduct group crisis <br /> interventions; and <br /> WHEREAS, Contingency Relief funds previously transferred to the Department of <br /> Liquor Control to provide a grant to the Friends of First Responders will now be used to cover <br /> expenses for refreshments, brochures, facility rental, and guest speaker fees for the GRIN and <br /> Blue Courage training; and <br /> WHEREAS,the Department of Liquor Control supports the intent of this resolution; <br /> now, therefore, <br />
