A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAI`I
ISLAND VETERANS MEMORIAL INC. TO DISPLAY THE WALL THAT HEALS.
WHEREAS, The Wall That Heals is a three-quarter scale replica of the Vietnam War
Memorial in Washington DC; and
WHEREAS, The Wall That Heals and Mobile Education Center spreads the healing
legacy of the Wall to remember the fallen, honor those that serve, and teach the value
of freedom; and
WHEREAS, the Hawai`i Island Veterans Memorial, Inc. (HIVM) is a 501(c)(3)
nonprofit organization that provides community projects, programs, and activities to improve the
lives of all veterans and their families living on Hawai`i Island; and
WHEREAS, HIVM is working in collaboration with a community-based committee
formed by the Department of Parks and Recreation and the Hawaii County Veterans Advisory
Committee to organize the arrival, and host the display of The Wall That Heals in Hilo at
Mo`oheau Park on January 22-28, 2024; and
WHEREAS, HIVM is requesting funds to assist with expenses for a site fee to the
Vietnam Veterans Memorial Fund and electrical generators to display The Wall That Heals; and
WHEREAS, one of the goals and objectives of the Department of Parks and Recreation
is to provide diversified programs that address the needs and interest of the respective
communities in a safe environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 7 will be appropriated to the Department of Parks
and Recreation to provide a grant to the Hawaii Island Veterans Memorial Inc. to display The
Wall That Heals.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
