The County of Hawaii has been awarded $478,400 from the State of Hawaii
Department of Health, which derived from Opioid Settlement Funds received by the State
of Hawaii. These funds will be used to support the on -going operations of the Hawaii
Island Fentanyl Task Force.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed
is a bill for an ordinance amending the Operating Budget by appropriating this $478,400
grant.

County of Hawaii Research and Development (R&D) is requesting to amend Ordinance #23-50 by
appropriating the following:

This appropriation request for $478,400.00 represents 2 years of funding for the operations of the
Hawai'i Island Fentanyl Task Force (HIFTF).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii, Department of Health is providing the County of Hawai'i, through Research and
Development, funding to provide funding to support the on -going operations of the Hawai'i Island
Fentanyl Task Force for fiscal years 2023 — 2025 including covering essential expenses such as
staffing, facility expenses, trainings, and support services that are crucial to the functioning of the task
force and it's six working groups. Beginning in 2022, the HIFTF also holds an annual Opioid Summit.
HIFTF vision is a community that is aware, informed, and empowered to prevent addiction, drug
overdose, and other consequences of drug use on Hawaii Island. Their mission is to reduce the
demand and supply of illicit drugs in all age groups, especially fentanyl through education, prevention,
treatment, harm reduction and recovery support activities, and we support law enforcement and judicial
initiatives. After much deliberation and collaboration, the Hawaii Island Fentanyl Task Force developed a
Five -Year Strategic Plan. Priorities, goals, and objectives were identified, as well as dashboard
measures to track key performance and outcomes. HIFTF strategic priorities include:
Priority 1: Education and Prevention - Combating the Opioid Crisis through the expansion of education
and prevention activities; Priority 2: Early Intervention - Ensure there are systems in place for proper
screening and early intervention; Priority 3: Treatment Services - Addressing addiction and co-occurring
mental Illness through the expansion of treatment options on island; Priority 4: Recovery Support.
Enhancing both informal and formal recovery support services in our community; Priority 5: Harm
Reduction - Advocating for Harm Reduction Legislation and Community Initiatives. Priority 6: Data
Analysis, Evaluation, and Communication - Improving Data Collection, Analysis, and Communication
Dissemination.
