Re: Provide Funds to Hawai`i Island Veteran's Memorial, Inc.
The Department of Parks and Recreation wishes to provide $45,000 to Hawai`i Island
Veteran's Memorial, Inc., a 501(c)3 nonprofit organization. This grant will be used
towards their"The Wall That Heals—Hawai`i County"project.
Enclosed is a resolution authorizing the Department of Parks and Recreation to provide
$45,000 to Hawai`i Island Veteran's Memorial, Inc.,pursuant to Hawai`i County Code
(2016 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A).
The Department of Parks and Recreation requests that this resolution be waived from the
Finance Committee and be placed on the January 10, 2024 Council Agenda in order to
expedite this transaction. If there are any questions,please do not hesitate to call Reid
Sewake of the Department of Parks and Recreation, at 961-8311.

A. REQUEST:
Pursuant to the Hawaii County Code section 2-139(a)(3)(A), Council approval is requested for a grant award
of$45,000 to Newel Island Veterans Memorial (HIVM), Inc. a 501(c)(3) organization.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Parks and Recreation would like to provide a$45,000.00 grant to Newel Island
Veterans Memorial (HIVM), Inc. for their project The Wall That Heals- Hawai'i County. The Wall That Heals
is a three-quarter scale replica of the Vietnam War Memorial located in Washington DC. The Department of
Parks and Recreation has been working with a community-based committee led by members of the Hawai'i
County Veterans Advisory Committee, other Veterans and community members to bring The Wall that Heals
and Mobile Education Center to Hilo Bayfront for the period January 22nd through January 28th, 2024. With
this collaborative effort,we hope to spread the healing legacy of The Wall That Heals as well as provide
education about the impact of the Vietnam War.The Department of Parks and Recreation would like to
provide funds to offset transportation cost.
The department requests that this resolution be waived from Finance Committee and proceed directly for
Council's review

RE: Resolution No. 405-24 : RESOLUTION AUTHORIZING THE
DEPARTMENT OF PARKS AND RECREATION TO AWARD FUNDS TO HAWAI`I ISLAND
VETERAN'S MEMORIAL, INC.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is.therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
