Re: Operating Budget
Enclosed is a bill for an ordinance appropriating $17,000 for the bike education
program. The State of Hawaii, Department of Transportation, has agreed to
fund the total grant amount of $70,000 for the People's Advocacy for Trails
Hawaii (PATH) grant. The State has also supplemented last year's grant with
an additional $7,000. This bill will amend the $60,000 we have budgeted for
this program.
Also enclosed is a resolution authorizing the Mayor to enter into an agreement
with the State Department of Transportation.
The department would like this bill and resolution to be heard at the Hawai i
County Council meeting to be held on February 2, 2000.

Parks and Recreation.

A. REQUEST:
To increase revenue in:
3301.90 Intergovernmental Revenue, Federal Grants, Bicycle Education Program - $17,000
To increase appropriation in:
060-321-5321.03-115 Bikeway, Bike Education Pgm-Fed, Misc Contract Services - $17,000
This will allow the department to receive the full amount of a Federal Grant from the State
of Hawaii Department of Transportation to fund the PATH Bicycle Education Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A grant agreement will be executed between the County of Hawaii, Department of
Parks and Recreation, and the State of Hawaii, Department of Transportation to fund
the PATH Bicycle Education Program for $70,000.
$60,000 was the amount originally budgeted, however, we have already received
$7,000 this year as part of a supplemental addition to last year's grant. The additional
$17,000 will allow the deparhnent to receive the total grant amount of $70,000.
A letter of intent from the Department of Transportation is attached, and a contract will
be formalized between People's Advocacy for Trails Hawaii (PATH) and the County of
Hawaii, Department of Parks and Recreation for the Bicycle Education Program.

Dear Ms. Peterson:
Thank you for your application for a Highway Safety Grant for federal fiscal year 2000. We
received S2 applications requesting more than $2.2 million in funding.
Due to the large nu?~iber of requests, we asked the County Traffic Safety Councils and the
Governor's Highway Safety Council to-help prioritize the areas of greatest concern and the
projects that would best address these problems. ARer a thorough review and due to limited
resources, we have only been able to award funds to 37 applicants.
[ am pleased to infomrl you that your request in the amount of 570,000 for the project, titled
"Bicycte/Pedestrian and Motorist Traffic Safety Awareness Program" has been approved,
pending the availability of federal funds.
To receive the funds, you must complete a project application that clearly outlines the strategies
you will use to solve the highway safety problem you have identified, the staff, equipment and
supplies you need to carry out your project, your budget and spending plan, and finally the
measurable criteria that can be used to determine the success of your project.
Please contact Gordon Hotly, at 587-6302 at your earliest convenience to schedule a meeting to
develop your project plan. All projects plans must be submitted as soon as possible, sa
implementation can begin at the start of the fiscal year.

Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
