ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 5B, ARTICLE 2, SECTION 5B-2-1(D), OF
THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO
WIND DESIGN CRITERIA FOR RESIDENTIAL BUILDINGS.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 5B, article 2, section 5B-2-1(d), of the Hawai`i County Code 1983
(2016 Edition, as amended), is amended by amending subsection(9) to read as follows:
"(9) Subsection 301.2.1, "Wind design criteria," of the International Residential Code is
amended to read as follows:
"R301.2.1 Wind design criteria. Buildings and portions thereof shall be
constructed in accordance with the wind provisions of this code provided that the
ultimate design wind speed, VULT, as determined from Figure R301.2(5)A, is less
than 130 mph[.-], unless the building is a single-story with a slab-on-grade
foundation and in wind exposure category B, then wind provisions of this code
shall be applicable when V ULT is less than 140 mph. The structural provisions of
this code for wind loads are not permitted where wind design is required when
VULT, determined from Figure R301.2(5)(A), is equal to or greater than 130
mph[.-], unless the building is a single-story with a slab-on-grade foundation and
in wind exposure category B, then structural provisions of this code for wind
loads are not permitted where wind design is required when V ULT is equal to or
greater than 140 mph. Where different construction methods and structural
materials are used for various portions of a building, the applicable requirements
of this section for each portion shall apply. Where not otherwise specified, the
wind loads listed in Table R301.2(2) adjusted for height and exposure using Table
R301.2(3) shall be used to determine design load performance requirements for
wall coverings, curtain walls, roof coverings, exterior windows, skylights, garage
doors and exterior doors. Asphalt shingles shall be designed for wind speeds in
accordance with Section R905.2.4. A continuous load path shall be provided to
transmit the applicable uplift forces in Section R802.11.1 from the roof assembly
to the foundation. The ultimate design wind speed, V ULT, in the State Residential
Code is equal to the basic design wind speed, V, in the Building Code, Chapter
5A, Hawai`i County Code."
SECTION 2. Material to be repealed is bracketed and stricken. New material is
underscored. In printing this ordinance, the brackets, bracketed and stricken material, and
underscoring need not be included.
SECTION 3. Severability. If any provision of this ordinance, or the application thereof
to any person or circumstance, is held invalid,the invalidity does not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are severable.
SECTION 4. This ordinance shall take effect on approval.
