COUNTY OF HAWAI`I :• 4= '0`•H STATE OF HAWAI`I <br /> RESOLUTION NO. 411 24 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ISLAND OF <br /> HAWAI`I YMCA FOR REIMBURSEMENT OF EXPENSES RELATING TO ITS NEW <br /> HORIZONS WINTER BREAK DAY CAMP MURAL PROJECT. <br /> WHEREAS, the Island of Hawai`i YMCA is a 501(c)(3) nonprofit organization that <br /> supports local communities by implementing programs and activities in areas of youth <br /> development, healthy living, and social responsibility; and <br /> WHEREAS, the Island of Hawai`i YMCA held its New Horizons Winter Break Day <br /> Camp from December 22, 2023, to January 5, 2024; and <br /> WHEREAS, the New Horizons Winter Break Day Camp fills the gap in services and <br /> programming for children who might lack access to supportive and enriching experiences during <br /> school intercessions, such as academic activities, diverse recreational pursuits, social and <br /> emotional development, physical and mental health initiatives, and safety measures; and <br /> WHEREAS, one of the projects for this year's New Horizons Winter Break Day Camp <br /> was a mural project to be installed on the construction dust fence surrounding the property of the <br /> former Uncle Billy's Hilo Bay Hotel; and <br /> WHEREAS,the Island of Hawai`i YMCA is requesting funds for a reimbursement of <br /> expenses for art materials and supplies and artist consultation for the mural project during its <br /> New Horizons Winter Break Day Camp; and <br /> WHEREAS, the Department of Liquor Control supports organizations that provide <br /> programs,projects, or activities in a drug-free and alcohol-free environment; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program,project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br /> Contingency Relief funds from Council District 3 will be appropriated to the Department of <br /> Liquor Control to provide a grant to the Island of Hawai`i YMCA for reimbursement of expenses <br /> relating to its New Horizons Winter Break Day Camp mural project. <br />
