Kierkiewicz, Council Member DATE: January 9, 2024 SUBJECT: Proposed Amendments to Bill No. I 10; an Ordinance Amending Chapter 14, of the Hawaii County Code 1983 (2016 Edition, as amended) by Adding a New Article Relating to Establishing a Registry of Information for the Purpose of Notifying Property Owners of Vandalism, Immediate Hazards, or Disasters. Please see the below proposed amendments to Bill No. 110. The proposed amendments are illustrated in Ramseyer format with respect to the contents of Bill No. I 10; material to be deleted is bracketed and stricken; material to be added is underscored. SECTION 2 of Bill No. 11.0 is amended by amending the owner contact information requirements to read as follows: "Section 14- Owner contact information required. (a) Every property owner in the County shall provide to the division the following contact information: The property owner's name(s), mailing address, telephone number, and email. An absentee property owner shall designate an agent and provide the designated agent's name, mailing address, telephone number, and email to the division. (b) Contact information shall be provided to the division via forms or methods designated by the finance director. (c) If there is any change to the contact information of the property owner or the property owner's agent, the property owner or agent shall provide the updated contact information to the division within thirty calendar days from the change. (d) The division shall maintain the contact information of all property owners or agents, as applicable. The contact information collected and maintained by the division may be utilized or shared between the appropriate County agencies, in accordance with section 9217- 19 I -IRS, for administrative enforcement, public safety, and law enforcement purposes.
