Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for new multi -year lease agreements for one forklift, one 3-ton dump truck and one super
duty truck with utility body and crane. This equipment is to be used by the Department
of Environmental Management's Wastewater Division. The monthly cost will be
approximately $1,600 for the forklift, $2,200 for the 3 -ton dump truck and $5,100 for the
super duty truck with utility body and crane.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Wastewater Division is requesting to lease finance a 2024/ 2025 forklift for it's West Hawai'i operations.
TheV\WD utilizes forklifts at it's treatment plants and sewer pump stations to 0OV9 and lift materials, heavy
pallets, chemical totes, and other various large heavy bulky items. Chemical totes can weigh hundnedaof
|bo and Using a forklift to move them reduces risk ofstaff injuries.
Both existing forklifts are 3O+years old, Both forklifts are continuously breaking down and ittakes R
tremendous amount of time to repair the forklift, The forklifts have also failed while mid -lift or in transit Vvh|oh
creates a safety hazard to those working around the forklift.
This forklift shall boleased financed such that the County will own the equipment otthe end ofmfive year
lease. It ieestimated that one (1) unit will cost approxinnaate|y$8O.O8O. with an estimated monthly |oama
payment of$1.6OD.
Funding for the lease is included in the Fiscal Year 2023-2024 budget; due to the lead and delivery time the
first payment is not expected to be made well into FY25 Q3.

O. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Wastewater Division is requesting to lease finance a 2024/2025 3-ton dump truck for West Hawai'i
The Wastewater Division (WWD) requires a dump truck for hauling of grit and trash from the Kealakehe
Wastewater Treatment Plant to the West Hawoi1 Sanitary Landfill for disposal.
Wastewater contains large solids (Trash) and grit which can interfere with the treatment process or cause
undue mechanical wear. This increases maintenance oOwastewater treatment equipment. Grit iaremoved
in the preliminary process by vortex separation and large solids are removed by screening. Once the grit ie
removed, it is dumped in a hopper and loaded in the back of a dump truck for transport to the sanitary
Currently, the Kealakehe Wastewater Treatment Plant uses a 1990 Chevy dump truck for the purpose of grit
and large solids disposal. CH1520ie33years old. |trequires increased maintenance. The cost tumaintain
and repair is more than the replacement cost of CHI 529. This dump truck will be leased financed such that
the County will own the equipment at the end ofmfive year lease period. It is estimated that the truck will
cost approximaately $120,000, with an estimated monthly lease payment of $2,200.
Funding for the lease is included in the Fiscal Year 2023-2024 budget. Due to the lead and delivery time, the
first payment is not expected to be made well into quarter 3 of FY25 .

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Wastewater Division is requesting to lease finance a 2024/ 2025 4x4 Super Dutey Truck with utility body
and crane tosupport the Hilo Wastewater Treatment Plant Mechanic Maintenance section.
Utility trucks with cranes are necessary for the Mechanics topull out and remove heavy pumps from the
sump pits for maintenance, repair and replacement. The crane jaused infabrication/replacement uf piping
sections, and provides lifting for various other heavy equipment such as blowers and electric motors. The
utility body is necessary to house and secure necessary tools needed at the mechanics'job sites.
This truck shall beutilized b«the Mechanic Mechanical Repairer, replacing CH2325.2003Ford F35Owith
high mileage and a deteriorating body.
The utility truck shall beleased financed such that the County will own the equipment at the end ofGfive year
