Your Policy Committee on Infrastructure and Assets, to which was referred Bill No. 119, reports
as follows:
Bill No. 119, transmitted by Public Works Director Stephen M. Pause via Communication
No. 666, dated December 7, 2023, amends Chapter 24, Article 10, Division 1, of the Hawai`i
County Code 1983 (2016 Edition, as Amended), Relating to Speed Limits.
This bill adds speed limits ranging between 25 through 45 miles-per-hour for Honoka`a-Waipi`o
Road.
Council Member Heather Kimball acknowledged this amendment is being proposed as a
housekeeping measure as this portion of the road was traded from the State to the County.
Your Policy Committee on Infrastructure and Assets is in accord with the purpose and intent of
Bill No. 119, and recommends its passage on first reading.
