Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 391-24, reports as follows:
Resolution No. 391-24, transmitted by Council Chair Heather L. Kimball, via Communication
No. 649, dated December 19, 2023, amends the Rules of Procedure and Organization of the
Council of the County of Hawaii by amending Rule. No. 25, Invocation.
This resolution seeks to incorporate `olelo Hawai`i and Hawaiian cultural practices into County
Council meetings by adding kahu and kumu to the list of persons eligible to perform the
invocation.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 391-24, and recommends its adoption.
