REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: January 9, 2024 Re: Comm. No. 658/Res. No. 399-24 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 10:41 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 399-24, reports as follows: <br /> Resolution No. 399-24, transmitted by Finance Director Deanna S. Sako, via Communication No. 658 <br /> dated December 20, 2023, changes the status and funding source of one temporary Program Support <br /> Technician position to become a full-time permanent position. <br /> This resolution seeks to reallocate a previous federally-funded position in the Planning Department to <br /> a full-time Human Resources (HR) Technician. <br /> Managing Director Deanna Sako attended in place of Planning Director Zendo Kern, who was <br /> unavailable. Ms. Sako provided a brief overview of this measure. <br /> Committee Member Jenn Kagiwada asked Ms. Sako if this measure would help the Planning <br /> Department's staffing problem. Ms. Sako confirmed that it would. <br /> Committee Member Michelle Galimba asked Ms. Sako why the department changed the temporary <br /> position to a full-time permanent position instead of just creating a new one. Ms. Sako replied that <br /> because this was a one-time grant-funded position, it seemed more efficient to change it as it would no <br /> longer exist when the funds were spent. <br /> Committee Member Ashley L. Kierkiewicz asked if, after this resolution is adopted, the department <br /> will be able to do recruitment or if it will be an internal hire. Ms. Sako said they usually do a survey <br /> and try internal recruitment first, but it takes some time. <br /> Committee Chair Matt Kaneali`i-Kleinfelder asked Ms. Sako for details on changing a vacant, <br /> unfunded position within the same department. Mr. Kaneali`i-Kleinfelder asked if the proper procedure <br /> was to change this position via a resolution. Ms. Sako stated that she believes HR action could make a <br /> change. <br /> FC Report No. 124 <br />
