Bill 109 (Draft 2): Initiates an Amendment to Amend Article XIII, Section 13-8 of the Hawaii
County Charter (2022 Edition), Relating to Term of Office of Department Heads. Proposes to revise
the County Charter to require the Mayor to appoint department heads within 30 days of taking office
and within 60 days of any vacancy occurring during the Mayor's term of office, and further that the
department head shall not take office until confirmed by the County Council. Ayes: Council
Members Evans, Galimba, Inaba, Kagiwada, Kierkiewicz, Lee Loy, Villegas, and Chair Kimball — 8;
Noes: None; Absent: Council Member Kaneali`i-Kleinfelder — 1; Excused: None.
Bill 111: Amends Ordinance No. 23-50, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2024. Appropriates revenues in Federal Grants —
Community Project Funding -Hilo Memorial Hospital Renovation account ($13,000,000); and
appropriates the same to the Community Project Funding -Hilo Memorial Hospital Renovation
account. Ayes: Council Members Evans, Galimba, Inaba, Kagiwada, Kaneali`i-Kleinfelder,
Kierkiewicz, Lee Loy, and Villegas — 8; Noes: Chair Kimball — 1; Absent: None; Excused: None.
Bill 112: Amends Ordinance No. 23-50, as Amended, the Operating Budget for the County of
Hawaii for the Fiscal Year Ending June 30, 2024. Increases revenues in Federal Grants — State
Homeland Security Program Fiscal Year 2023 account ($80,000); and appropriates the same to the
State Homeland Security Program Fiscal Year 2023 account for a tot21 appropriation of $780,000.
