Your Committee on Finance, to which was referred Resolution No. 401-24, reports as follows:
Resolution No. 401-24,transmitted by Finance Director Deanna S. Sako,via Communication No. 660
dated December 20, 2023, authorizes the Mayor to enter into an agreement with the United States
Department of Agriculture, Pursuant to Hawai`i Revised Statutes Section 46-7, for a grant to the
Hawaii County Research and Development Department.
This resolution allows for the receipt of$69,680 of federally-derived funds to evaluate infrastructure
needs and associated costs to inform next steps for infrastructure development.
Research and Development Director Douglass Adams introduced Digital Equity Specialist Shola
Kahiapo-Trevino and Economic Development Specialist Riley Saito. Ms. Kahiapo-Trevino gave a
PowerPoint presentation on this matter. Mr. Saito provided more details on this.
Committee Member Cindy Evans encouraged Mr. Saito to pursue grants on digital literacy, especially
for seniors.
Pursuant to Section 46-7, Hawai`i Revised Statutes,the Mayor of the County of Hawai`i is authorized
to execute, on behalf of the County,this and all future agreements and related documents with the
United States Department of Agriculture for services as described.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 401-24, and
recommends its adoption.
