Your Committee on Finance, to which was referred Resolution No. 402-24, reports as follows:
Resolution No. 402-24, transmitted by Finance Director Deanna S. Sako, via Communication No. 661
dated December 20, 2023, authorizes the Mayor to enter into an agreement with the State of Hawaii
Department of Health.
This resolution allows for the receipt of$478,400 of state-derived funds to support the ongoing
operations of the Hawaii Island Fentanyl Task Force.
Research and Development Director Douglass Adams and Executive Assistant to the Mayor Tim
Hansen gave some background information about this measure.
Committee Member Rebecca Villegas thanked both men for their hard work. She also expressed her
gratitude towards the Hawaii Police Department's Vice Task Force for their successful fentanyl drug
bust in the Kona area.
Committee Member Cindy Evans requested more information on how these funds are going to be spent.
In response, Mr. Hansen provided a very detailed explanation to Ms. Evans. He also asked Corporation
Counsel Elizabeth Strance for a more thorough explanation of how these funds were acquired and how
the department plans to use these funds.
Pursuant to Section 46-7, Hawaii Revised Statutes, the Mayor of the County of Hawaii is authorized to
execute, on behalf of the County, this and all future agreements and related documents with the State of
Hawaii Department of Health for funding as described.

Your Committee on Finance is in accord with the purpose and intent of Resolution No. 402-24, and
recommends its adoption.
