REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: January 9, 2024 Re: Comm. No. 662/Bill No. 115 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 10:41 a.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 115, reports as follows: <br /> Bill No. 115, transmitted by Finance Director Deanna S. Sako, via Communication No. 662 dated <br /> December 20, 2023, amends Ordinance No. 23-50, as amended, the Operating Budget for the County <br /> of Hawaii for the fiscal year ending June 30, 2024. <br /> This bill increases revenues in Federal Grants —Housing Choice Voucher Program account($5 million); <br /> and appropriates the same to the Choice Voucher Rental Subsidies account, for a total appropriation of <br /> $28 million. Funds would be used for rental assistance for eligible participants in the Housing Assistance <br /> Payment program. <br /> Housing Administrator Susan Kunz introduced Housing and Community Development Specialist <br /> Kehaulani Costa to the Committee. <br /> Committee Member Ashley L. Kierkiewicz thanked Ms. Costa for all her hard work and asked her to <br /> provide more details. Ms. Costa provided Ms. Kierkiewicz with some background on these funds and <br /> how this increase was possible. <br /> Committee Member Holeka Goro Inaba congratulated Ms. Costa and asked if this $5 million increase <br /> would be budgeted in this upcoming fiscal year budget. Ms. Costa explained that these funds would be <br /> spent by June 30, 2024, as stated in the bill, and confirmed that they plan to include this increased <br /> amount in the budget as they prepare for the next fiscal year. <br /> Committee Member Jenn Kagiwada asked Ms. Costa to provide an overview of the different programs <br /> these funds would cover. Ms. Costa listed all eligible programs that these funds would cover. Ms. <br /> Kagiwada thanked Ms. Costa for her detailed explanation of the different vouchers that will be made <br /> available to the community. <br /> Committee Chair Matt Kaneali`i-Kleinfelder thanked Ms. Costa for stepping into this new position. <br /> FC Report No. 130 <br />
