E ka Chair Kimball, ka Vice Chair Inaba a me na Lala Hanohano o ka Hawaii County Council,aloha kakou. I am Kauilani Almeida,
current Pelekikena of the Panaewa Hawaiian Home Lands Community Association, PHHLCA. Our PHHLCA represents native
Hawaiian beneficiary lessees,as defined pursuant the HHCA 1920, as amended July 9, 1921, (42,42 stat. 108). I, like many
other lessee have lived our entire lives on HAWAIIAN HOMES COMMISSION ACT status lands. Many of us today had
grandparents,geez great-grandparents who started their homes in Keaukaha,then as it happened many families living nearest
to the Hilo Airport airfield was transplanted to Panaewa Tract homestead so that the State DOE could expand the airfield, my
Grandma Mabel Godoy who lived on Krauss Avenue was one of them.
I am old enough to remember my childhood in Keaukaha.Although transplanting to Panaewa was the saddest day in our lives,
in memory, it became the most joyous day of our lives because we did not have the onshore winds bringing the smell of stink
sewage(County wastewater treatment system)coming from Puhi Bay all the way to Krauss Avenue hale located a distance
from the kai.
However,the joy of moving to Panaewa was short lived. Little did we know that moving to Panaewa,the invasion of flies,
cockroaches(elelu or Iakukaraaaachas aka B52s),small mice and sometimes rats happened because the County dump was
located in the back part of Panaewa on Hawaiian Home Lands. Every time they moved the trash from one area to the next we
lived with these critters.Sometimes when the wind would blow towards Panaewa homestead the smell of rotting trees, mixed
with rubbish permeated our air.

When Railroad Avenue was improved it opened traffic from Puna, Ka'u (Volcano)and Kona via the Danny K.Inouye Highway.
The common thread to all of these situations are all of these are located on HHCA status Hawaiian home lands whose purpose
is to better the conditions of the native Hawaiian beneficiaries.
We do not speak for the outer islands,our history of past abuse by the State and County of Hawaii is evidence stated above,
therefore we object to the continued efforts(studies, initiatives) by you both to use any HHCA land parcel(s)for the benefit of
the PUBLIC before BENEFICIARIES.
