Re: County Council Testimony 1.10.2024 - Bill 107 - STRONG OPPOSITION
We, Kupuna for the Mo'opuna, a hui of Hawaiian Homes Commission Act beneficiary kupuna
farmers from Pana`ewa, Hawaii, submit the following testimony in strong opposition to Bill
107.
At the County Council meeting on December 20, 2023,we presented testimony in the form of
comments in support of an alternate route study with the stipulation that corrections and
amendments pertaining to Bill 107 be made.Aue! No corrections and no amendments were
made.
NO CORRECTIONS MADE: Bill 107's Communication 609 continues to be full of errors. One
glaring error is the identification of the wrong districts! Kapulu!
NO AMENDMENTS MADE: Bill 107, still unamended, fails to include the Department of Hawaiian
Home Lands amendment (HB 1403 HD1, 2022, introduced by Rep Ilagan; see Committee Reports
300-22 & 3268 attch) that the study"shall exclude lands under the jurisdiction of the
Department of Hawaiian Home Lands from site surveys."
For these reasons, we are in strong opposition to Bill 107, a flawed bill wasting a million and a
half($1,500,000 state plus county) tax dollars with no relief for Puna.
Is anyone listening? The voices of Hawaiian Homes Commission Act beneficiaries - those of us
directly impacted by unfair and discriminatory legislation of environmental injustices dumped
onto our communities - continue to be dismissed. a

SELECTION SURVEY IN PUNA,"

The purpose and intent of this measure is to:
(1) Require the Department of Transportation, in
Collaboration with the County of Hawaii, to cdnduct site
surveys on the island of Hawaii to identify the moot
suitable location for an alternate route in Puna below
Highway 130 while excluding lands under the jurisdiction
of the Department of Hawaiian Home Lands from site
surveys; and
(2) Appropriate funds.
Your Committee received testimony in support of this measure
from the Department of Hawaiian Home lands, County of Hawaii
Office of. the Mayor, Uiupono Initiative, Reaultaha Pana ewa Farmers
Association, Friends of Pona's Future, one member of the Ha'wai'i
County Council, and thirteen individuals. Your Committee received
comments on this measure from the Department of Transportation,
Department of Oudget and Finance, and two individuals.
