Bill 82
We are writing to express support for Bill 82,which we believe will help address the dangers to public health and safety
caused by the inability of the Hawaiian Acres Subdivision to maintain privately owned roads open to the public.
Presently,the only road granting safe ingress and egress to the subdivision is Moho Road, or Road 8.This is because the
County improved the road in order to create the Puna Emergency Access Route.
The subdivision was created with no mechanism to collect money for road maintenance at a time when both state and
county provided minimal structure for so-called substandard rural subdivision.
Consequently, any road maintenance has remained haphazard and subject to the goodwill of volunteers.
Although we pay county property taxes and gasoline taxes,the subdivision as received no county investment in
infrastructure in the more than 60 years of its existence.
Presently, many of the roads have deteriorated to little more than 4 wheel drive tracks, and are impassible to fire,
ambulance and police vehicles. M�� S�
Therefore,we strongly support passage of Bill 82 Comm. No. v
