Aloha council members, =
I have reservations regarding Bill 110(C639)that would amend the County Code by establishing a registry of
information.
My concern is that this registry could be used for other than emergency purposes and,therefore, be used to target
neighbors by neighbors in situations where there are stresses or contention for other reasons. It might also be used by
government to do the same(i.e. requiring a remedial action by one person while the same action is happening island-
wide, but those other residents aren't being cited for it.) Examples that came to mind are invasive species(neighbor
hates another neighbors coqui frogs even though there's virtually no way those frogs can be totally removed short of
nuclear bomb or tens of thousands of dollars of treatment, if even) or"junk" cars where a person has a car that's not
going and gets cited because of personal vendetta while landowners in HOVE, Kailua-Kona, Puna and likely every district
currently have hundreds of abandoned, often stolen vehicles that aren't being dealt with by the county. (These are just
random thoughts to show my point.)
I particularly appreciate the idea that the contacts could be used for land use violations but, again, I'm concerned that
instead of this being used to stop large, harmful violations it could be chosen as a way for a person to attack a neighbor
for other reasons(e.g., bad blood).At the same time, I've waited decades for the county to cite my neighbors for grading
violations (though I wouldn't dare ask for fear of retribution from the neighbors).
Complicated.
So I ask that this bill be worded by a legal expert to insure that its intent is as clear as possible.

Aloha council members,
Bill 110 seems a bit Big Brother in that the registry could be used, unless specifically stated that it will not be,to not only
advise property owners of dangers to their property but to harass them depending upon their neighbors and what they
see as pono for the property(which varies in different areas). I can see situations where that could be a good thing
(getting heaps of junked vehicles — often being kept by car thieves— off of a property)or not as good. But letting
property owners know that the junked cars need to be removed can be done in person by law enforcement and isn't a
stated purpose of this bill, nor are other violations of law.
I ask that either the bill be killed, amended to insure that violations won't be noticed through this law, and that more
time for clarification and discussion be given for the merits vs possible threats of passing it if it's not killed.
