Dear Councilman Yagong:
Re: Resolution 206
I learned for the first time on the afternoon of January 21, 2000 that you
have introduced "A RESOLUTION SUPPORTING THE ACQUISITION
BY HAWAII COUNTY OF THE HILO TO HAWAIIAN PARADISE PARK
SECTION OF THE FORMER HILO TO KAPOHO RAILROAD". Further,
that the resolution will be discussed at the February 1, 2000 Public Works
Committee meeting.
In as much as all but 30 feet of the six miles of trail in question has been
owned by W.H. Shipman since 1882 and there are now at least 20 entities
that have a legal right to use the right of way, I would suggest this matter be
continued pending discussions with the affected parties. I believe there are
significant issues to be considered before the County takes a position one way
or the other on this matter.
