This equipment is to be used by the Department of Environmental Management's Solid Waste Division. The lease payments are anticipated to commence in FY 2024-25 at a monthly cost of approximately $17,200 for the four walking trailers and $18,800 for the compacting trailers. REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for four (4) 120 CU YD Walking Floor Trailers. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division utilizes walking floor trailers to haul refuse from various transfer stations and the East Hawaii Regional Sort Station to the West Hawaii Sanitary Landfill. The Division is requesting to purchase four 120 CU YD Walking Floor Trailers to add to its fleet. The additional trailers are required to keep up with Hawaii Islands population growth, ensure the Division is able to meet the expected increase and ensure Hawaii Island communities maintain the same level of service provided currently. The additional trailers will enable the Division to handle increased volumes of waste and ensure that the Division remains in compliance with the rules and regulations of the State Department of Health. This equipment will be leased financed such that the County will own the equipment at the end of a five year lease. The purchase prices is estimated at $226,000 per trailer or$904,000 for all four. The monthly payment for all four trailers is estimated to be $17,200, with an annual estimated payments is cost of $206,400. Funding for the lease is included in the Fiscal Year 2023-2024 budget, delivery of the trailers is not expected until Q3 FY2024/2025 due to the long lead time and delivery time. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division utilizes compacting trailers to collect and haul refuse from various transfer stations on Hawai'i Island to the East Hawaii Regional Sort Station or the West Hawai'i Sanitary Landfill. Many of the Divisions current fleet of compacting trailers are old and reaching the end of their useful life. They are becoming costly to repair and maintain. The Division is requesting to purchase four 40 ft Compacting Trailers to replace older trailers that are over 16 years old. These trailers are essential for daily operation of our transfer stations. Having adequate trailers are necessary to help ensure that the Division meets with all rules and regulations as set forth by the State Department of Health. This equipment will be leased financed such that the County will own the equipment at the end of a five year lease. The purchase price is estimated at $250,000 for each trailer or $1,000,000 for all four. The monthly payment for all four trailers is estimated to be $18,800, with an annual estimated payment cost of$225,600. Funding for the lease is included in the Fiscal Year 2023-2024 budget, delivery of the trailers is not expected until Q3 FY2024/2025 due to the long lead time and delivery time.
