B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Solid Waste Division utilizes compacting trailers to collect and haul refuse from various transfer stations
on Hawai'i Island to the East Hawaii Regional Sort Station or the West Hawai'i Sanitary Landfill.
Many of the Divisions current fleet of compacting trailers are old and reaching the end of their useful life.
They are becoming costly to repair and maintain.
The Division is requesting to purchase four 40 ft Compacting Trailers to replace older trailers that are over 16

are necessary to help ensure that the Division meets with all rules and regulations as set forth by the State
Department of Health.
This equipment will be leased financed such that the County will own the equipment at the end of a five year
lease. The purchase price is estimated at $250,000 for each trailer or $1,000,000 for all four. The monthly
payment for all four trailers is estimated to be $18,800, with an annual estimated payment cost of$225,600.
Funding for the lease is included in the Fiscal Year 2023-2024 budget, delivery of the trailers is not expected
until Q3 FY2024/2025 due to the long lead time and delivery time.
