Re: Resolution for multi-year leases
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for new multi-year lease agreements for two trailer mounted portable pumps with 4"
discharge and one portable pump with 10" discharge. This equipment is to be used by
the Department of Environmental Management's Wastewater Division. The lease
payments are anticipated to commence in FY 2024-25 at a monthly cost of approximately
$3,780 for the two trailer mounted portable pumps with 4" discharge and $4,300 for the
portable pump with 10" discharge.

A. REQUEST:
Resolution authorizing the Mayor to enter into a multi-year lease agreement for two (2) each trailer mounted
portable pumps with 4" discharge.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
As part of the County's Emergency Operation Plan, the Department of Environmental Management,
Wastewater Division has an Emergency Response Plan (ERP). The ERP is the policy and procudures for
response by the Wastewater Division in the event of catastrophic emergencies such as hurricanes, tropical
storms, flooding, earthquakes, fires and power failures.
The portable pumps are necessary equipment in the event of failure of any/ all stationary primary and back
up pumps for all of the Wastewater facilites islandwide. Without the abiltiy to place back up pumps into
operation, there is an inherent risk of raw sewage infiltrating waterways, including the open ocean. Public
health and safety is of the utmost importance to the Wastewater Division, as is the avoidance of violations
and fines from the State Department of Health and Environmental Protection Agency.
Aquiring the two pumps will assist with the continued efforts of the Wastewater Divison and it's Emergency
Response Plan.
The equipment will be lease financed, such that the County will own the equipment at the end of a five year
lease. It is estimated that one unit will cost $105,000, with an estimated monthly payment of$1,890. Two
units are estimated to cost $210,000, with an estimated monthly lease payment of$3,780 for the two units.
Funding for the lease is included in the Fiscal Year 2023/2024 budget, and due to the lead and delivery time the
first payment is not expected to be made well into Q3 of Fiscal Year 2024/2025

10" discharge
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
County is required to provide redundant emergency pumping at all facilities as part of the County's
Emergency Operation Plan. Wastewater Division (WWD) has identified our current pump intended to
provide emergency pumping for our large pump stations are past it's useful life. .
Portable pumps are necessary equipment in the event of failure of any/ all stationary primary and back up
pumps for all Wastewater facilites islandwide. We use them for dewatering applications as part of routine
maintenance when not in use for emergency response. Having the pump on-hand and available for
immediate use, the WWD reduces the inherent risk of raw sewage infiltrating waterways, including the open
ocean. Public health and safety is of the utmost importance to the Wastewater Division, as is the avoidance
of violations and fines from the State Department of Health and Environmental Protection Agency.
The pump shall be leased financed, such that the County will own the pump at the end of the 5-year lease. It
is estimated that the 10-inch pump to cost $235,000, with an estimated monthly payment of$4,300. The
annual estimated monthly payments for the pump is $51,600. In the FY 2023/2024 budget, funding for the
lease has been approved for the procurement of two 6-inch portable pumps. At this time the Wastewater
Division would like to use the approved funding to acquire the much needed 10-inch pump for the following
reasons:
WWD has determined that the 10" is a higher priority as we do not have any working pumps of this size in
our inventory. We have a few existing six-inch pumps that we have been able to repair and restore for other
smaller sewer pump stations.
Due to lead and delivery time, the first payment of the lease is not expected to be made well until Q3 of FY
2024/2025.
