This equipment is to be used by the Department of Environmental Management's Solid Waste Division to collect, move, sort, and haul refuse. The lease payments are anticipated to commence in FY 2024-25 at a monthly cost of approximately $6,800 for the two backhoes, $23,700 for the two wheeled loaders, • $32,400 for the six roll-off trucks and$36,400 for the seven truck tractors. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division utilizes "Backhoes" in its operations to move, sort and redistribute materials, digging and demolition work. The Division currently operates 2 backhoes, both 20+ years old. Both of which have operated beyond their life span, and it now time to be replaced as maintenance and repairs are becoming more and more frequent and expensive. The Division is requesting to purchase two (2) new 2024/2025 model year Caterpillar 430 backhoes. This new equipment will replace the aged fleet currently in utilized in West Hawaii. This will allow for a replacement to be situatetat the Kailua-Kona base yard, and one at the West Hawai'i Sanitary Landfill. This equipment will be leased financed such that the County will own the equipment at the end of a five year lease. It is estimated that one (1) unit will cost $180,000, with an estimated monthly lease payment of $3,400. Two (2) units are estimated to cost $360,000, with an estimated monthly lease payment of$6,800, the annual estmaited yealy lease cost is $81,600 for two backhoes.. Funding for the lease is included in the Fiscal Year 2023-2024 budget; due to the lead and delivery time the first payment is not expected to be made well into FY25 Q3. REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for the lease of two (2) Wheeled Loaders, 2024/2025 model year. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division utilizes "Wheeled Loaders" in it's operations to sort and separate municipal solid waste received from various transfer stations, waste is then taken to the East Hawaii Regional Sort Station where it is then sorted and redistributed for reloading purposes in preparation of the long haul to the West Hawaii Sanitary Landfill (WHSL) for final disposal. The Division currently operates 2 Wheeled Loaders purchased in 2007; as the loaders operate 8 hours a day, 7 days a week, 362 days a year, both have operated beyond their life span, and it now time to be replaced as maintenance and repairs are becoming increasing frequent and expensive. The Division is requesting to purchase two (2) new 2024/2025 model year Wheeled Loaders. This new equipment will replace the aged fleet currently in use at the Sort Station, and will now allow for a new primary loader to be used.at the Sort Station, and the second new loader will be placed at the Wai`ohinu Transfer Station sortng area. The function of both loaders will be sort and redistribute the trash for reloading purposes in preparation of the long haul to the WHSL. This equipment will be leased financed such that the County will own the equipment at the end of a five year lease. It is estimated that one (1) unit will cost $635,000, with an estimated monthly lease payment of $11,900. Two (2) units are estimated to cost $1,270,000, with an estimated monthly lease payment of $23,700, the annual lease payments are estimated to be 284,400 Funding for the lease is included in the Fiscal Year 2023-2024 budget; due to the lead and delivery time the first payment is not expected to be made well into FY25 Q3. REQUEST: Resolution authorizing the Mayor to enter into a multi-year lease agreement for six (6) Roll-off Trucks, 2024/2025 model year or newer. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division utilizes "Roll-off Trucks" in it's operations to transport roll-off bins that are used to collect large and bulky items such as white goods, scrap metal, and green waste from various transfer stations to contracted recycling vendors in East and West Hawaii. The roll off trucks are also used to transport refuse from smaller transfer stations that utilize roll off bins for refuse disposal. These trucks also do various job tasks such as hauling materials and equipment for road and facility maintenance. The Division currently has a fleet of old and aging Roll-Off Trucks that are reaching the end of their useful life. It is becoming more and more costly to provide maintenance and repair to the aging fleet of trucks. The Division is requesting the purchase of 6 Roll-Off Trucks to replace trucks that were purchased in 2011, 2016, and 2018. These trucks will allow more efficiencies in the Division's operations when collecting bulky items and transporting refuse. These trucks will also assist the Division to meet with Hawaii Island's population growth and community expectations. The equipment will be leased financed such that the County will own the equipment at the end of a five year lease. The purchase price is estimated to be $280,000 per truck or$1,680,000 for all 6. The estimated monthly payment for all 6 trucks is estimated to be $32,400, with the annual estimated annual payments at $388,800. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Solid Waste Division utilizes truck tractors to haul refuse trailers from rural transfer stations and the East Hawaii Regional Sort Station (EHRSS) to the West Hawaii Sanitary Landfill located in Waikoloa. Many of the Division's current fleet of truck tractors are old and reaching the end of their useful life. They are becoming costly to repair and maintain. The Division is requesting to purchase 7 truck tractors to replace trucks that are currently 15 years or older. A reliable fleet of trucks is essential for operating the transfer stations and the EHRSS and maintaining compliance with the rules and regulations as set forth by the State Department of Health.. This equipment will be leased financed such that the County will own the equipment at the end of a five year lease. The purchase price is estimated at $282,000 per truck or$1,974,000 for all 7. It is estimated that the monthly lease payments for all 7 trucks will be $36,400, the annual payments are estimated to be $436,800. Funding for the lease is included in the Fiscal Year 2023-2024 budget, due to the delivery and lead time, the first payment is not expected to be made unitl:Q3 FY2024/2025.
