RESOLUTION NO. 425 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
FIRST RESPONDERS FOR EXPENSES RELATING TO THE BLUE COURAGE
TRAINING.
WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3) nonprofit organization
whose purpose is to support the health and wellness of first responders and their families; and
WHEREAS, FOFR works in collaboration with Hawai`i Island's first responder
agencies, which include law enforcement, fire, emergency medical services, corrections, sheriffs,
park rangers, and Civil Defense; and
WHEREAS, FOFR is partnering with Blue Courage, who will provide training to
promote mental, physical, spiritual, and emotional well-being and overall health of first
responders from various agencies; and
WHEREAS,the multi-agency, Blue Courage training will be held on April 13-16, 2024,
in Waimea and will include specialized components to optimize individual performance through
resilience, mindful and ethical decision making, and improved well-being, while embracing the
positive and healthy aspects of the public-service culture; and
WHEREAS, FOFR is requesting funds to help pay for expenses to implement the Blue
Courage training, which include trainer fees and educational materials; and
WHEREAS, one of the goals of the Police Department is to provide support for first
responders; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 1 will be appropriated to the Police Department
to provide a grant to the Friends of First Responders for expenses relating to the Blue Courage
training.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Chief of Police and Director of Finance, and that the Director of Finance is
hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
