A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF FIRST
RESPONDERS FOR EXPENSES RELATING TO THE BLUE COURAGE TRAINING.
WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3) nonprofit organization whose purpose is to support the health and wellness of first responders and their families; and
WHEREAS, FOFR works in collaboration with Hawai‘i Island’s first responder agencies, which include law enforcement, fire, emergency medical services, corrections, sheriffs, park rangers,
and Civil Defense; and
WHEREAS, FOFR is partnering with Blue Courage, who will provide training to promote mental, physical, spiritual, and emotional well-being and overall health of first responders from
various agencies; and
WHEREAS, the multi-agency, Blue Courage training will be held on April 13-16, 2024, in Waimea and will include specialized components to optimize individual performance through resilience,
mindful and ethical decision making, and improved well-being, while embracing the positive and healthy aspects of the public-service culture; and
WHEREAS, FOFR is requesting funds to help pay for expenses to implement the Blue Courage training, which include trainer fees and educational materials; and
WHEREAS, one of the goals of the Police Department is to provide support for first responders; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 1 will be appropriated to the Police Department to provide a grant to the Friends
of First Responders for expenses relating to the Blue Courage training.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
