No. 408-24 PLACE: Council Chambers Kailua-Kona, Hawai`i TIME: 10:40 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 408-24, reports as follows: Resolution No.408-24, transmitted by Council Member Jennifer Kagiwada, via Communication No. 682, dated December 29, 2023, authorizes the Director of Finance to enter into negotiations for the acquisition of lands and/or conservation easements for all or a portion of the property identified as Tax Map Key: 2-5-001:011, situated in the Ahupua`a of Punahoa, District of South Hilo, utilizing the Public Access, Open Space, and Natural Resources Preservation Fund. The County seeks to acquire approximately 1,052 acres of land to protect cultural and natural resources and open certain areas of the property for education, gathering, and cultural practices. The parcel is listed as priority number two in the 2023 Annual Report of the Public Access, Open Space, and Natural Resources Preservation Commission. Finance Property Manager Hamana Ventura was available in Chambers, as well as Toni Bissen, Executive Director of the Pal Foundation. Ms. Bissen provided information and background on the property. Council Member Kagiwada stated that this is the first request for a conservation easement in her council district. Pursuant to Chapter 2, Article 42 of the Hawai`i County Code, the Director of Finance may be authorized to enter into negotiations for the acquisition of property utilizing the Public Access, Open Space, and Natural Resources Preservation Fund.
