Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 409-24,reports as follows:
Resolution No. 409-24, transmitted by Deputy Corporation Counsel Sinclair Salas-Ferguson, via
Communication No. 683, dated January 3, 2024, authorizes the acceptance of a quitclaim of real
property,being a portion of Government Homestead Road and a 30-foot-wide right of way, situated
in Honomu, South Hilo, Island of Hawai`i, State of Hawai`i, by its Board of Land and Natural
Resources.
The County seeks to preserve and protect public access to the Hilo Forest Reserve.
Public Works Director Steve Pause, Public Works Deputy Division Chief Melanie DeMello, and
Deputy Corporation Counsel Sinclair Salas-Ferguson were in Chambers to provide details and explain
reasons for the quitclaim of this property to the County.
Pursuant to Section 13-12 of the Hawai`i County Charter, the Council, on behalf of the County, may
accept gifts, including real estate or any interest in real estate.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 409-24, and recommends its adoption.
