Objectives: To review and update the Emergency Operations Plan (EOP); update THIRA; finalize the Great Aleutian Tsunami Plan and update the Historic Tsunami Plan; Mauna Loa Eruption Emergency Plan; and plan and coordinate ICS training and refreshers. Date JAN 2 9-72T Outcomes or Results: • Emergency Operations Plan (EOP) /Comprehensive Emergency Management Plan (CEMP) - undergoing infernal 1st draft review. • Tsunami Plans - 1 st draft reviewed, and major revision being drafted to incorporate an Area Command. • Volcano Eruption Evacuation Plan - partnered with Hawaii Emergency Management Agency (HIEMA) to develop the Mauna Loa, Kilauea, and Hualalai Eruption Evacuation Plan. • Debris Management Plan - participated in meetings with HIEMA to develop contracts for debris management and coordinated with Department of Environmental Management (DEM) debris storage sites. • Training Plan/Continuity of Operations Plan (COOP) - coordinating funding for the train -the -trainer course to facilitate COOP development. Training was available in January and February 2023 and the Civil Defense Agency sent one (1) Administrative Officer to this training. Another Administrative Officer will need to attend Emergency Management Institute (EMI) training. • Chapter 7 update- passed County Council with unanimous vote. Below is a summary of your grant sub -award costs: Total sub -award funds authorized: $225,000.00 Total sub -award funds distributed: $225,000.00 De -obligated balance of sub -award funds: $0.00 All financial and substantive reporting requirements for this grant have been met, the grant is now closed, and the official file has been placed in inactive status in accordance with general closeout principles and guidance provided in 2 CFR §200.344, A final cost review of the grant has been completed, and the final costs were determined to be reasonable and justified. All grant actions have been completed with no pending bills or claims. HCCDA shall retain all grant -related materials, both programmatic and financial, and allow access to all records relating to this agreement and funded projects for a period of at least six (6) years following final payment and closure of the grant under the abovementioned agreement. Despite the minimum federal retention requirement of three (3) years, the more stringent state requirement of six (6) years must be followed. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the three (3) year period, the records must be retained until the completion of the action and resolution of all issues that arise from it or until the end of the regular three (3) year period, whichever is later.
