Large dwellings offer"hosted rentals" and escape any regulation. For example Luva Vacation rentals and others offer homes above Kailua View estates and in Holualoa for 16+guests(example Lokahi Orchards). Others in the same general neighborhood have been modified by the owners to sleep up to 32 guests(75-5785 Pikake PI).These unregulated monster rentals are very disruptive. Neighbors however have no recourse since these are "hosted rentals". Vacation rentals need to be regulated, registered and the neighbors should have a vehicle to report violations.Transient vacation rentals should be located in hotel zones,we all expect rentals along the coast but a few miles up the mountain in the middle of established neighborhoods?These areas should be reserved as homes and long term rentals for our Hawaii locals.Vacationing tenants do not have the same respect for a neighborhood as those who live,work and raise their families here. Please do regulate which zones STVRs can be registered in. Please do mandate all hosted rentals be registered.
