Aloha Distinguished Council Members-
Mahalo for considering my letter in opposition to the TAR Proposed Bill 121 .
I have one question for you:
Why would a Criminal CONVICTED of Conspiracy to Commit Second Degree MURDER, or a
Sex Trafficker, A Sex Offender that Solicited a Minor for Prostitution, a Burglar, A Pedofile
that had Sexual Contact with a Person Less than 14 Years Old or a Mentally Incapacitated
Person, a Convicted Arsonist or someone that was Found Guilty of Negligent Homicide in
this great State of Hawaii be More Secure Financially than a law abiding, tax paying,
extremely hard working transient accomodation rental property owner?
Answer:
Because Each of these Heinous Felony Convictions in the State of Hawaii carry a ONE
TIME $10,000 Fine for their Deplorable Crimes against our beloved Ohana in Hawaii.
Unlike the Proposed TAR Bill 121, transient accommodation rental property owners will be
fined $10,000 EVERY TIME that they are reported for the deplorable violation of a guest
exceeding an occupancy capacity or if a guest commits the unthinkable act of not parking
in their designated parking area, or if a guest gets too a little too excited while playing
games with their family after the ridiculously early 8pm quiet hours, or if the TAR
owner egregiously makes the mistake of not properly sizing their TAR signage on their
property, if you allow this outrageously unfair and unjust bill to be passed.
Unlike the Convicted Felons above who receive a one and done fine for their Crimes
Against Humanity, TAR owners live in constant fear of their Neighbors and their County
and their unilateral ability to fine us so severely ($10,000 PER DAY, according to some

penalties of this bill... PLEASE Council Members,take a minute and internalize that
number, TEN THOUSAND DOLLARS, that is LIFE CHANGING MONEY for most people.)
We are paralyzed in fear knowing that just one $10,000 fine will mean that we cannot pay
our son's sophomore year tuition at the University of Hawaii at Manoa next year.
My heart aches for the day when Hawai'i County finally realizes that we are all on the same
team working toward the same goals. I look forward to the day when TAR owners are
celebrated and appreciated for the tireless work that we do for our Island community and
are rewarded and thanked for our efforts rather than treated like criminals and penalized
with fines that mirror the most notorious and hardened criminals in the state of Hawaii.
