Bill 121. I understand the importance of addressing housing concerns and finding -'111'4r;.
solutions to support our communities. However, after careful consideration, I must `°� ;2 El•

express my firm opposition to Bill 121 legislation across the board.
It is evident that this legislation if implemented, will have far-reaching consequences on
Hawaii's economy, charm, and the livelihoods of countless individuals, particularly
Vacation Rental Owners. Beyond the immediate impact on VR owners, numerous small
businesses that thrive on the patronage of visitors from around the world will feel the
ripple effect.
In contrast to the funds spent at non-locally owned or even foreign-owned resorts, those
who choose vacation rentals contribute significantly to the local economy. The financial
impact of visitors opting for VR accommodations is distributed widely, benefitting local
businesses and communities. Redirecting our focus from resorts to vacation rentals
ensures that money stays within our local economy and supports the growth and
sustainability of businesses our fellow citizens own.
Hawaii's allure is not solely dependent on resort experiences; it thrives on travelers'
diverse perspectives when experiencing the Islands. Bill 121 unfairly targets Vacation
Rental Owners for taking housing away from residents. Many studies have proven this
is not the case. It is in the State's best interest and responsibility to have building codes
that support low-income housing rather than risk diminishing the unique charm that
attracts VR visitors who help sustain our local businesses.
Tightening down on VR, as cited numerous times in Bill 121, is not a solution to the
housing crisis; rather, such stringent measures will inadvertently contribute to an
increase in homelessness, as many VR owners will be forced to shut down their
businesses, unable to sustain their homes without the additional income.
Tourism plays a pivotal role in our state's economy, constituting 21% of its financial
foundation. Rather than penalizing Vacation Rental Operators, especially on Ag land, a
more strategic and compassionate approach would involve nurturing their businesses
and providing assistance to ensure their success. Agricultural Tourism benefits both
industries and encourages food security for our Islands. Q�,

economy, families, and communities. Collaborative efforts to find balanced solutions
and regulations that protect the industry are necessary. Addressing housing concerns
without jeopardizing the vibrant tourism industry will benefit everyone in the long run.
