I am writing in opposition to Bill 121. I understand that the goal is to provide more housing for l&`cal _,_.
families, but this bill will have minimal impact on creating more housing and will instead make it more
expensive for families trying to make ends meet and live in Hawaii. I have asked several of my clients who
have TARs and all say that it will hurt their ability to live comfortably on the island and that they will
choose not to to have any renters if they cannot have TARs. Basically,they like that people are there for
only a short time and don't bring all their junk and drama with them.Additionally, I am opposed to taking
away property rights.The government should not get involved in people's private business if they are not
harming anyone. (And no, I do not believe that TARs harm anyone.)
Specifically
1.The registration fee schedule is punitive in the amounts that are being suggested.
2.Why is off-street parking a requirement for all TARs? If there is plenty of street parking that will not
impede traffic, I don't see why it is necessary.
3.Why can't people hold small weddings at TARs as long as they follow the noise and capacity rules?
4. Quiet hours from 8pm -7am is very restrictive.Why not make it 9pm-6am and give later hours on Friday
and Saturday nights?Should we call to complain about our neighbors making noise after 8pm?
5.Why can't an owner live in a guest house/detached building and rent out the main home? If the goal is
to make it more affordable for people to live here,this is in direct opposition to that goal.
I appreciate your goal of providing more housing and trying to make it affordable for local families to live
here, but this will not accomplish those goals. If anything I see it hurting people's ability to make a living
here. Bill 123 on the other hand can go a long way towards providing more housing on the island,
assuming you don't keep making it more expensive to build by introducing measures such as Bill 124.
