Dear Policy Committee on Planning, Land Use and Development,
I wish to voice my opposition to Bill 121 as it is currently proposed for the following reasons:
• It is a specious argument to claim that owner-hosted TARs reduce housing stock because they
are, by definition, owner-occupied. Homeowners are not displaced and available housing stock is
unaffected.
• "Keep country country' is a catchy slogan but it is conceptually vague and harmful to rural
economic vitality.What's next,forcing"country folks"to keep farm animals and derive income
solely from agriculture?
• I think owner-hosted TARs are a distinct group that should require minimal, if any, regulation.
Homeowners who simply want to provide a room to visitors should be allowed to do so. Onerous,
expensive rules that threaten with $10,000 fines kills a vital source of income and squeezes the
life from a genuine aloha experience for visitors.
